Pacific Grove’s street grid and lot sizes were set in another century, and that is the first thing a pool project runs into.
Lots are small, houses sit close to their boundaries, and rear access is frequently either a narrow side path or nothing at all. That does not stop a pool being built — narrow-access excavation, smaller machines and conveyor spoil removal are routine work on the Peninsula — but it does mean the cost and the method have to be established honestly at the site walk rather than discovered later.
The compact scale also changes what a good pool looks like here. Once setbacks and a usable deck are subtracted, the water that remains is best treated as a designed object rather than a shrunken version of something bigger. A plunge pool with a spa, a long narrow lap pool down one boundary, or a compact rectangle with a full-length bench all make far more sense than a scaled-down family pool.
And because everything is close together, the equipment pad matters. A pump audible in your neighbour’s bedroom is a problem in a city this dense, and it is solved at design with siting, screening and a variable-speed pump rather than afterwards with apologies.
Review, coastal and trees
Building permits come from the Community Development Department’s Building Division, and the Planning Division reviews plans for compliance before a permit is issued. The Architectural Review Board is the design review body for residential exterior work.
Pacific Grove is in the California Coastal Zone and administers a certified local coastal program, so coastal development permits within the boundary are issued by the city. As elsewhere on the Peninsula, whether a particular parcel and project need one is a question to settle before design rather than during it.
The tree ordinance here is specific and worth knowing before you site a pool. A tree permit is required to remove or substantially prune a Monterey pine, coast live oak, Monterey cypress, shore pine or Torrey pine with a trunk diameter of six inches or more measured at fifty-four inches above grade, and where the removal is development-related the city directs applicants to Planning for further requirements.
