Custom Pools for Pebble Beach and Del Monte Forest

Pebble Beach is unincorporated Monterey County, which surprises people. It means county permitting, county coastal jurisdiction, county tree protection and an advisory committee that looks at whether a project fits the forest — a different path from any city on the Peninsula.

Unincorporated, and what that changes

There is no City of Pebble Beach. Del Monte Forest is unincorporated Monterey County, and everything follows from that.

Building permits come from Monterey County Housing and Community Development rather than a city building department. Exterior modifications such as a pool trigger a county design approval. And the Del Monte Forest Land Use Advisory Committee reviews projects requiring design approvals and coastal development permits in its area, advising county planning on neighbourhood character and the forest design guidelines.

Del Monte Forest is also within the California Coastal Zone, and the county holds a certified local coastal program — so where a coastal development permit is required for a residential pool, the county issues it rather than the Coastal Commission.

For a homeowner this means the timeline is shaped by committee calendars as well as plan-check queues, and by a review that is genuinely about how the project sits in the forest. A design that respects the trees, the topography and the existing house moves through that far more comfortably than one that does not.

Trees, slope and soil

The forest is the point of Pebble Beach and it is also the principal constraint. Monterey County protects oaks and other designated trees under its code, and removing or impacting protected trees during excavation triggers a permit. On a wooded lot the mature trees, their root zones and the county’s protections usually determine where a pool can physically go before anything else is considered.

Slope is the second factor. A great many Del Monte Forest lots fall away, often towards a view, and a pool on a slope is a retaining structure as well as a water container. The county requires foundation and soils investigation on projects where slope or seismic conditions warrant it, and on this ground that is common rather than exceptional. Budget for geotechnical work as part of the project.

The compensation is that these are exactly the sites where a vanishing edge is the correct answer rather than an indulgence. A fall in the ground, a view worth framing and a house positioned above the water are the three things the detail needs, and Pebble Beach supplies all three more often than anywhere else we work.

What an estate-lot project involves

  • Design approvalCounty design approval for exterior modification, with Del Monte Forest LUAC review advising county planning.
  • Coastal permittingHandled by Monterey County under its certified local coastal program where a coastal development permit is required.
  • Protected treesCounty oak and protected tree rules apply to removal and to impact during excavation.
  • Geotechnical workSoils and foundation investigation where slope or seismic conditions warrant it, which on this terrain is normal.
  • AccessLong private drives, mature planting and narrow approaches. Getting a machine and concrete trucks in is a plan, not an assumption.
  • Coastal exposureSalt air and onshore wind drive equipment siting, material selection and heating strategy.
  • NeighboursQuiet properties on quiet roads. Noise from the equipment pad is worth designing out rather than apologising for.
  • Finish qualityMaterials that read correctly against established architecture and mature landscape — this is not a place for a catalogue specification.

Building a pool in Pebble Beach: common questions

Who issues the pool permit in Pebble Beach?

Monterey County, not a city. Del Monte Forest is unincorporated, so building permits come from Monterey County Housing and Community Development, and exterior work such as a pool triggers a county design approval as well.

What is the Del Monte Forest LUAC and will my project go to it?

The Del Monte Forest Land Use Advisory Committee reviews projects that require design approvals and coastal development permits within its area and advises county planning on neighbourhood character and the forest design guidelines. Whether a particular pool goes before it depends on the scope and the approvals required, and we establish that early because it affects the schedule.

Do I need a coastal development permit?

Del Monte Forest is within the California Coastal Zone and Monterey County administers a certified local coastal program, so where a coastal development permit is required for a residential pool it is issued by the county. Whether your specific parcel and project need one is confirmed with the county before design.

Will I need a soils report on a sloped lot?

Very probably. The county requires foundation and soils investigation where slope, seismic or ground conditions warrant it, and much of Del Monte Forest sits on slope. A pool on a fall is a retaining structure and is engineered as one, so geotechnical work should be budgeted from the outset.

Can I build an infinity edge pool in Pebble Beach?

These are the sites where it genuinely works. A vanishing edge needs ground that falls away beyond the pool and a viewing position above the water, and Del Monte Forest lots frequently have both along with a view worth framing. It adds structural engineering, a catch basin and a second pump, and on the right lot it is worth all of it.
