A swimming pool is a large empty concrete boat sunk into the ground, and in ground with high groundwater, boats float.

The Pajaro Valley floor is alluvial ground with groundwater that can sit close to the surface, particularly in low-lying areas and in a wet year. During construction that means the excavation has to be kept dry long enough to place steel and shoot the shell, which is a matter of timing and dewatering rather than a barrier.

The more important consequence comes later. An empty pool in saturated ground can be lifted by hydrostatic pressure — the water underneath pushing up harder than the weight of the shell pushes down. This is the reason a hydrostatic relief valve exists in the floor of a pool, and the reason a pool in this ground should never simply be drained without checking it first. It is also why we would rather you called us before draining a Watsonville pool than after.

For a remodel or a resurfacing, that is not a footnote — it is the central risk in the job, and it is entirely manageable when the person doing it knows the ground they are working in.

Permitting, and a small coastal zone

Permits are handled by the city’s Building Division at 250 Main Street. The city publishes a useful threshold: pools that sit fully above grade and hold no more than five thousand gallons do not require a building permit, while in-ground pools do. Watsonville also publishes pool-specific line items in its fee schedule, including a swimming pool and spa piping system fee and a pool and spa pre-site inspection fee, so the permitting cost is knowable up front rather than a mystery.

Unlike the rest of the Santa Cruz County coast, only a small part of Watsonville falls inside the California Coastal Zone — a handful of designated coastal zone districts covering a modest acreage under the city’s coastal zone implementation plan. For most Watsonville properties, coastal permitting is simply not part of the picture, which makes the approval path here more straightforward than in Santa Cruz or Aptos.

The Pajaro Valley basin

The valley’s groundwater is under long-term pressure. The Pajaro Valley Water Management Agency exists specifically to address overdraft and seawater intrusion in the basin, and seawater intrusion in this valley has been documented for decades.

As elsewhere, that is a basin-scale issue rather than a rule about a household pool, and what applies to your address comes from your water supplier. Ask them before you plan. But it is a fair reason to treat water use seriously here rather than as an afterthought: a cover, an accurately sized pool, and attention to leaks are the practical responses, and all three are things we would recommend anyway.

It is also worth saying plainly that a well-maintained pool with a cover is not a large ongoing water user compared with the landscape around it. The water goes in once, and after that the losses are evaporation and whatever leaks. Covering the surface addresses the first, and finding leaks early addresses the second.
