The hills between Salinas and the Peninsula are the most important thing on this page.

The marine layer that caps summer temperatures in Monterey thins as the valley opens inland, and Salinas summers are meaningfully warmer than Peninsula summers. For a pool that changes everything. Solar gain does real work here, the water reaches a comfortable temperature on its own for a good part of the season, and a heater becomes a way of extending the shoulder months rather than the only reason the pool is usable at all.

That has a direct budget consequence. A family in Salinas can build a genuinely good pool, use it hard through the summer, and spend far less running it than the same family would on the coast. If your budget is fixed, more of it ends up in the pool and less in the equipment that compensates for the weather.

The other Salinas advantage is the housing stock. Lots here are generally larger and more regular than on the Peninsula, and a great many have vehicle access to the rear. A site an excavator can drive into, on flat ground, with somewhere to put the spoil, is the cheapest kind of pool site there is.

Valley ground, and what it asks of the engineering

The Salinas Valley floor is deep agricultural alluvium — material deposited by the river over a very long time, and layered rather than uniform. It is generally straightforward to excavate, which is welcome, and it is variable, which is why the structural detailing of the shell is not something to take from a template.

The two things worth establishing on any particular site are whether there is clay in the profile that will move with moisture, and where the water table sits. Expansive clay is the reason pool shells are detailed the way they are, and a high water table is the reason a hydrostatic relief valve exists. Neither is exotic and both are entirely manageable — but they are manageable because the engineer knew about them, which is the case for a soils investigation on a site where conditions warrant it.

Flat ground is also, quietly, a design constraint. Without a fall behind the pool there is nothing for a vanishing edge to disappear into, and a flat lot rewards a different kind of design: a clean geometric pool, a generous deck, a raised spa to give the composition some height, and lighting that makes the yard work after dark in a climate where the evenings are warm enough to be outside.

Permits and water in Salinas

Building permits for a residential pool go through the City of Salinas Permit Center. We confirm the current setback, submittal and review requirements for your specific parcel with the city before design rather than working from a figure published somewhere on the internet — codes change and parcels differ.

On water, there is a piece of context worth having. The Salinas Valley Groundwater Basin — specifically the 180/400-Foot Aquifer Subbasin beneath this part of the valley — is designated by the California Department of Water Resources as critically overdrafted, and is managed under the state’s Sustainable Groundwater Management Act.

That designation is about the basin, not about your garden, and we are not going to tell you it stops you building a pool. What it does mean is that water here is a managed resource under real long-term pressure, and the rules that actually apply to a household come from your retail water supplier rather than from the basin designation. Ask them what currently applies before you plan. And fit a cover, which is the single most effective thing any pool owner can do about water use.
